Tr\u01b0\u1edbc \u0111\u00e2y c\u00f3, b\u00e2y gi\u1edd kh\u00f4ng c\u00f2n n\u1eefa = <strong>There used to be.<\/strong> Eg: * <strong>There used to be a market near this pagoda.<\/strong> = Tr\u01b0\u1edbc \u0111\u00e2y c\u00f3 m\u1ed9t c\u00e1i ch\u1ee3 g\u1ea7n ng\u00f4i ch\u00f9a n\u00e0y. <strong>There must be a solution to that problem.<\/strong> = Ph\u1ea3i c\u00f3 m\u1ed9t gi\u1ea3i ph\u00e1p cho v\u1ea5n \u0111\u1ec1 \u0111\u00f3.<\/li>\n<li>C\u01a1 ch\u1ebf chung = <strong>a common mechanism; a common regulatory framework<\/strong>.<\/li>\n<\/ul>\n<h2><span class=\"ez-toc-section\" id=\"BAI_DICH_THAM_KHAO\"><\/span>B\u00c0I D\u1ecaCH THAM KH\u1ea2O<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><strong>VIETCOMBANK AND PAYMENT CARDS<\/strong><\/p>\n<ol>\n<li>Diversifying its business activities is one of the strategies pursued by the Bank for Foreign Trade of Vietnam, commonly known as Vietcombank.<\/li>\n<li>The provision of international credit card payment services and, more recently, Vietcombank\u2019s issuance of its own payment cards have demonstrated the bank\u2019s determination to modernize its banking technology, support development and integrate into the international market.<\/li>\n<li>Mr Nguyen Duy Lo, First Deputy General Director of Vietcombank and concurrently Director of its Ho Chi Minh City branch, said that approximately 70% of cash was circulating outside the banking system, while only 30% of payments were made through banks.<\/li>\n<li>The use of payment cards would gradually change this ratio.<\/li>\n<li>Since 1991, Vietcombank had acted as the principal payment agent for foreign banks, introducing four of the most widely used international credit cards in Vietnam: Visa, Mastercard, JCB and American Express.<\/li>\n<li>Credit cards were no longer a novel means of payment for Vietnamese businesses, including private enterprises.<\/li>\n<li>More than 500 card acceptance points nationwide\u2014330 in Ho Chi Minh City, 140 in Hanoi and 30 in other cities\u2014provided convenient payment facilities for businesspeople and tourists visiting Vietnam.<\/li>\n<li>In the first nine months of the previous year alone, Vietcombank processed more than US$100.6 million in international card payments.<\/li>\n<li>The service generated US$439,350 in fee income for Vietcombank.<\/li>\n<li>International credit card payment processing was a highly cost-effective service involving almost no risk.<\/li>\n<li>Consequently, commercial banks and branches of foreign banks in Vietnam were competing vigorously with Vietcombank.<\/li>\n<li>In addition, Vietcombank began issuing its own payment cards on 1 July 1993.<\/li>\n<li>After more than a year of implementation, Vietcombank had established more than 240 card acceptance points for Type A and Type B cards and had issued 325 cards, with a total issuance value of VND 8.4 billion and payment transactions exceeding VND 5 billion.<\/li>\n<li>However, according to Mr Nguyen Duy Lo, the issuance of payment cards was still merely an internally developed initiative of Vietcombank and had not yet gained widespread adoption among businesses or the general public.<\/li>\n<li>For card payments to be governed by a legal ordinance, a common regulatory framework established by the State would be required.<\/li>\n<li>Together with the Prime Minister\u2019s new decision supplementing and amending several provisions on foreign exchange management, with the aim of ensuring that only the Vietnamese dong was used within Vietnam, Vietcombank would issue more cards to facilitate payments by foreign nationals.<\/li>\n<\/ol>\n<h2><span class=\"ez-toc-section\" id=\"Goi_y_tiep_tuc_luyen_dich_tai_chinh_%E2%80%93_ngan_hang\"><\/span>G\u1ee3i \u00fd ti\u1ebfp t\u1ee5c luy\u1ec7n d\u1ecbch t\u00e0i ch\u00ednh \u2013 ng\u00e2n h\u00e0ng<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>B\u00e0i d\u1ecbch tham kh\u1ea3o kh\u00f4ng ph\u1ea3i l\u00e0 ph\u01b0\u01a1ng \u00e1n duy nh\u1ea5t.
